Ralph Payne, founder of Queen City College in Clarksville, dies at 87
Ralph S. Payne, who founded Queen City College in 1984 and served as a master barber for over 68 years, passed away on September 25, 2025. He was a prominent figure in the Clarksville community and a former member of the Tennessee Barber Board.
